Originally created by the Waddell Dam, which was finished in 1927, the lake originally had a surface area of 3,700 acres (15 km² or 5.8 mi²) and served as a private irrigation project. In 1973 construction of the Central Arizona Project Aqueduct began diverting water from the Colorado River to the lake, converting the lake from an agricultural project into a storage reservoir. Completed in 1994, the New Waddell Dam tripled the surface area of the lake, submerging the old dam beneath its waters. Shortly after the completion of the dam, the area experienced a prolonged drought, and while the lake grew considerably it would not reach full capacity until early 2005. Although still fed by the Agua Fria River, the CAP aqueduct is the primary source of water for the reservoir.

Bartlett Lake is a reservoir that was formed by the damming of the Verde River in the U.S. state of Arizona. It is downstream and to the south of Horseshoe Reservoir. Constructed in 1936–39 by the Salt River Project, the Bartlett Dam and reservoir were named for Bill Bartlett, a government surveyor. Bartlett Lake was the first reservoir built on the naturally created Verde River. The Verde River is fed by Sullivan Lake in Yavapai County and a major tributary to the Salt Rver.

Species inhabiting the lake, at about 1,600 feet (490 m) above sea level, include largemouth bass, smallmouth bass, crappie, sunfish, channel catfish, flathead catfish, carp, crayfish, and bullfrogs. The nearest town with fuel, groceries, fishing tackle, restaurants, and other amenities is Carefree. At the lake itself, it is possible to rent boats and buy fishing licenses, fuel, groceries, and fishing equipment.
